Kifowit Will Host an Information Session on New Laws in January
December 19, 2019
AURORA, Ill. – Residents are invited to learn about new laws going into effect at an information session hosted by state Rep. Stephanie Kifowit, D-Oswego, scheduled for Thursday, Jan. 16 at 6 p.m. at the Aurora Public Library, located at 555 S. Eola Rd. in Aurora.
“This past year, we enacted a large number of new laws that will begin to affect our community starting in January,” said Kifowit. “This event will help inform residents about the new laws and touch on how residents can keep track of new bills as they go through the legislative process.”
Among the pieces of legislation Kifowit will highlight is a measure to protect students from being questioned or detained by school supervisors without the presence of their parent, guardian or mental health professional. She also passed a bill to streamline the process of the Secretary of State to issue drivers licenses or identification cards with the word “Veteran” to qualified Veterans and passed legislation to give voters the opportunity to choose an elected local library board.
“Residents may have questions about how these new laws will impact them and their families,” said Kifowit. “This is an opportunity to ask questions, and the feedback I receive will assist me as I continue my work in Springfield.”
For more information about the event, or to RSVP, please contact Kifowit’s full-time constituent office at 630-585-1308 or [email protected].

Kifowit Announces “Toys for Tots” Drive at District Office
December 1, 2019
AURORA, Ill. – Encouraging residents to donate new toys for children in the community, State Rep Stephanie Kifowit, D-Oswego, is hosting another annual Marine “Toys for Tots” drive at her District Office, located at 1677 Montgomery Rd. Suite 116 in Aurora.
“Each year as we celebrate the holidays with our loved ones, we must also remember there are children who may not receive much,” said Kifowit. “A small toy could go a long way to bringing some holiday cheer to children and families in our community.”
The popular Toys for Tots program is run by the United States Marine Corps Reserve and distributes toys to children whose parents cannot afford to buy them gifts for Christmas. The program began in 1947 and the basic mission of the program is to collect new, unwrapped toys and distribute those toys to children at Christmas. The goal is to help bring the joy of Christmas and send a message of hope to America’s most vulnerable children and families.
Kifowit has a collection bin for the Marine Toys for Tots at her full-time constituent office and asks residents to bring in new, unwrapped toys to place in the bin for donation. Donations will be collected during normal office hours from 8 a.m. until 4 p.m. through Friday, December 13.
“I believe the Christmas spirit is more powerful in the gifts and blessings we give to our friends, neighbors and loved ones,” said Kifowit. “I encourage any residents who would like to spread holiday cheer throughout our community to help others, to stop by my office and donate a small gift for the Marine Toys for Tots. These small acts of kindness could go a long way.”

Kifowit Encourages Local Shoppers to Participate in Small Business Saturday this Year
November 27, 2019
AURORA, Ill. – As the holiday shopping season officially kicks off this weekend, state Rep. Stephanie Kifowit, D-Oswego, is encouraging local residents to frequent locally owned small businesses as part of Small Business Saturday on Nov. 30.
“When you support locally-owned small businesses, you are helping provide our neighbors and community members with good-paying jobs,” said Kifowit. “It’s important to shop locally year-round, but it is especially beneficial during the holiday season when local businesses traditionally begin making a profit before the end of the year.”
Small Business Saturday was originally established in 2010 as an annual event to encourage holiday shoppers to shop at local, small businesses following Black Friday. According to the American Independent Business Alliance, every dollar spent at a small business can bring $3.50 into the local economy, which is another community-driven reason Kifowit is encouraging residents to shop local.
“Every year, I continue my fight to make it a priority for Illinois taxpayer dollars to go toward supporting Illinois and American-made products and businesses,” said Kifowit. “I will continue pushing for economic reforms that will help lift-up the middle class and create local jobs, but in the meantime, I would like to encourage holiday consumers to shop local and help our small businesses in the community.”

Kifowit Sponsors Measure to Create a State Ethics Task Force
Novemeber 1, 2019
AURORA, Ill. – In a continued effort to fight for a transparent state government against corruption, state Rep. Stephanie Kifowit, D-Oswego, has sponsored legislation to create a State Ethics Task Force.
“As state elected officials, it is our job to represent the interests of our constituents, to be as transparent as possible and to weed out corruption in Springfield,” said Kifowit. “This task force would be a good first step to reform the way our state government conducts business and looks at ways we can change the system for the good of the people of Illinois.”
During a tumultuous time in state government, Kifowit has taken steps to sponsor House Joint Resolution 87, which would create a task force to address corruption within Illinois. The State Ethics Task Force will be tasked to identify key areas of concern among the state government; review currently laws and rules for legislators, lobbyists and state personnel; study best practices implemented by other state governments; and identify legislative changes necessary to increase transparency including tightening ethics and financial rules all to improve the public’s trust in state government.
“The people of Illinois deserve systemic reforms that will help regain the trust of the public and significantly add transparency in our state government,” said Kifowit. “This will not be an easy project, but these are the kind of changes we need to effectively improve how our state operates.”

Kifowit Encourages Residents to Take Advantage of National Prescription Drug Take Back Day
October 26, 2019
AURORA, Ill. – In recognition of National Prescription Drug Take Back Day, state Rep. Stephanie Kifowit, D-Oswego, is encouraging residents to drop off unused and unneeded prescription drugs at local collection locations on Saturday, Oct. 26.
“Many of those affected by the hardships of the ongoing opioid epidemic started by misusing controlled prescription drugs that were unused or unnecessary,” said Kifowit. “Giving residents the opportunity to safely dispose of their unused prescription drugs will continue to help us protect our community from drug abuse and overdoses.”
The National Prescription Drug Take Back Day addresses a crucial public safety and public health issue. According to the 2018 National Survey on Drug Use and Health, 9.9 million Americans misused controlled prescription drugs. The study shows that a majority of abused prescription drugs were obtained from family and friends, often from the home medicine cabinet.
The Drug Enforcement Administration’s Take Back day events provide an opportunity for Americans to prevent drug addiction and overdose deaths. Some of the closest locations to 84th district residents are:
- Aurora Police Department, 1200 E Indian Trail Rd, Aurora
- Batavia Police Department, 100 N Island Ave, Batavia
- Bolingbrook Police Department, 375 W Briarcliff Rd, Bolingbrook
- Northwestern Medicine Central DuPage, 25 N Winfield Rd, Winfield
“I encourage any resident who has unused and unneeded prescription drugs to stop by one of the listed sites to safely dispose their medicine and ensure that these prescription drugs stay out of unsafe hands,” said Kifowit. “It is our responsibility as a community to take simple steps to prevent drug use and addiction, and getting these unused prescription drugs off the streets can be a very important first step.”

Kifowit Named to Conference of Women Legislators Executive Committee
May 22, 2019
SPRINGFIELD, Ill. – State Rep. Stephanie Kifowit, D-Oswego, will serve as a co-chair of the Conference of Women Legislators (COWL), a position which enables her to advocate for and empower Illinois women through state initiatives.
“Illinois has one of the most gender-diverse state legislatures in the country, giving us a real opportunity to lead on issues that matter to women and families,” said Kifowit. “I have worked across the aisle to build a better future for all women in Illinois, and I look forward to continuing this work on the COWL executive committee.”
COWL is a bipartisan, bicameral non-profit organization that brings women lawmakers together to discuss significant issues. Through legislation and advocacy, COWL members work to advance the interests of women and families across Illinois. The organization also provides scholarships to non-traditional female students, mentoring to Girl Scouts and leadership training for college women entering careers in public service.
“Now more than ever, young women are looking to women leaders in their communities for guidance on how to make their voices heard,” said Kifowit. “COWL gives them a voice in Springfield, and I’m excited to be a part of the conversation.”

Kifowit Sponsors Plan to Extend Military Discounts to Family Members
May 16, 2019
SPRINGFIELD, Ill. – Spouses and dependents of active-duty service members would be eligible for the military discount on purchases including clothing, auto parts and other essentials under legislation sponsored by state Rep. Stephanie Kifowit, D-Oswego.
“Military families make sacrifices every day to support their loved ones in uniform, including frequent moves and holidays spent apart,” said Kifowit. “This legislation is one way we can show our support for them.”
Kifowit is sponsoring Senate Bill 1468, which allows spouses and children with a valid military dependent ID card to benefit from the Veterans’ and Military Personnel Discount Program, even when they are not accompanied by their active-duty family member. Retailers across the state voluntarily participate in the discount program, which offers significant savings on both routine and major purchases – ranging from discounts at Advanced Auto Parts, Old Navy and Nike stores, to a $500 cash rebate on the purchase of a new Ford car or truck.
“Service members’ spouses and children should still be able to utilize military discounts during deployments and long periods apart,” said Kifowit. “By extending this program to eligible family members, we’re not only expressing our gratitude for the sacrifices they make year-round, but also helping them save money in the long run.”

Kifowit Joins Newly Established Child Welfare Caucus
May 13, 2019
SPRINGFIELD, Ill. – Continuing to protect some of the state’s most vulnerable residents, state Rep. Stephanie Kifowit, D-Aurora, has recently joined the Child Welfare Caucus, which was established earlier last week in response to the tragic deaths of children who were in contact with the Department of Child And Family Services (DCFS). Representative Kifowit is also a member of the Child Welfare and Adoption committee, which is currently holding hearings on the operations of DCFS.
“The Department must do all it can to protect these children, and as a state we have failed them. When it comes to protecting children’s welfare, we must hold DCFS accountable,” said Kifowit. “The newly formed caucus will make the necessary reforms we need in DCFS to help the department run more efficiently and provide better care for our children.”
The Child Welfare Caucus intends to spearhead legislation to make reforms at the Department of Children and Family Services (DCFS). The push for the reforms comes as a state audit suggests that problems at DCFS got dramatically worse during the state budget stalemate.
The issued review focuses on the agency’s investigative practices from 2015 – 2017. The audit shows that while abuse and neglect complaints increased over 11 percent, the hotline regularly forwarded callers to voicemail more than half the time and caseloads of investigators exceeded limits set by a federal consent decree. Additionally, there was a lack of documentation showing there were proper social services provided for families temporarily caring for children in DCFS custody.
“It is unacceptable that our children have suffered the most from the budget impasse,” said Kifowit. “We need to work together to make the appropriate changes that will help the department become more modern and provide the correct care for our children.”

Kifowit Recognizes American Legion on 100th Anniversary
April 22, 2019
SPRINGFIELD, Ill. – In recognition of the centennial anniversary of the nation’s largest wartime Veterans service organization, US Marine Corps Veteran and state Rep. Stephanie Kifowit, D-Oswego, recently introduced legislation honoring the legacy of the American Legion.”
“The American Legion has made great contributions to the welfare of military Veterans, their families and communities over the past 100 years,” said Kifowit. “As we celebrate the anniversary of its founding, my legislation honors Legionnaire’s service to Veterans and their families during times of need.”
The American Legion was founded in March 1919 by U.S. World War I military personnel stationed in Paris, France and now has more than two million members. Legion members donate more than 3.7 million hours of volunteer service annually, over 80,000 pints of blood to collection centers nationwide and over $4 million in college scholarships.
The Legion marks its centennial anniversary with a 15-month celebration that began with its national convention in August 2018 and culminates on Veterans Day 2019. Kifowit, a Veteran of the U.S. Marine Corps, recently introduced House Resolution 310 congratulating the American Legion on the 100th anniversary of its founding.
“With over 700 local posts across Illinois, the American Legion has the ability to impact local Veterans and their families,” said Michael M. Carder, Commander of The American Legion Department of Illinois. “Veterans serving Veterans truly is our mission.”
“The men and women of the American Legion are making a difference in communities across the state, through fundraising, volunteering, youth programs, blood donations, family support and other ways,” said Kifowit. “Their continued devotion to service members and Veterans is truly commendable, and we wish them many more successful years of service and advocacy.”

Kifowit Passes Legislation to Create Elected Aurora Library Board
April 16, 2019
SPRINGFIELD, Ill. – Local taxpayers will have a say over administration of the Aurora Public Library under a measure passed recently by state Rep. Stephanie Kifowit, D-Oswego, offering voters an opportunity to elect the library’s board of trustees, which is currently appointed by the mayor.
“As property taxes continue to increase, and questions arise about the administration of the local library, taxpayers deserve to have their voices heard,” said Kifowit. “This bill will give taxpayers the opportunity to bring transparency to library’s budget and tax levy and help hold trustees accountable.”
Kifowit’s House Bill 910 gives voters the opportunity to choose an elected library board rather than an appointed one if approved by referendum in the 2020 general election. The elected board would consist of 11 trustees serving staggered terms. The legislation also includes the option to return to an appointed board in the following general election.
Recently, the un-elected board pushed policies that resulted in a public outcry, including a proposal to downsize the West Branch library which would decrease access to local services on top of the board’s recent cuts to the branch’s programing.
Earlier this month the Illinois Attorney General’s Office has concluded that the Aurora Public Library Board has violated the open meetings act for the third time in less than three years including violations from four separate meetings during 2018 while discussing their options regarding the West Branch library.
“It’s time to focus on electing local boards that reflect the needs of our community,” said Kifowit. “This is a first step in the right direction to make sure we have an elected library board that will make decisions based on what is best for local residents and considers what we want out from our local library.”

Kifowit Passes Measure to Streamline Process of Obtaining Veteran ID
April 1, 2019
SPRINGFIELD, Ill. – Veterans would have fewer bureaucratic hoops to jump through during the process of obtaining a Veteran ID under legislation sponsored by state Rep. Stephanie Kifowit, D-Oswego, which passed the House on Friday.
“The current process to get an ID card to prove your Veteran status at businesses and other locations is both time-consuming and frustrating,” said Kifowit. “Even with all of the proper documentation, you can’t simply go to the DMV and apply for one because the paperwork needs to be certified by the Department of Veterans’ Affairs.”
Kifowit’s House Bill 3216 allows the Secretary of State’s office to issue driver’s licenses or identification cards to qualified Veterans with the word “Veteran” printed on them without first requiring the Veteran to have their paperwork stamped by the Department of Veterans’ Affairs. The measure will save Veterans an additional step in the process and help ensure the Secretary of State’s office is able to issue IDs in a timely manner.
“There are a variety of reasons why a Veteran would need to demonstrate proof of service, and the easiest way to do so is to include this designation on a license or ID card that they already carry with them,” said Kifowit. “My bill will help more Veterans access the services and discounts they’re entitled to, while eliminating much of the hassle.”

Kifowit Sponsors Measure to Expand Lifesaving Newborn Screening Program
March 29, 2019
SPRINGFIELD, Ill. – Newborn babies would receive potentially lifesaving screening for a serious but treatable metabolic disorder under legislation sponsored by state Rep. Stephanie Kifowit, D-Oswego, which passed the House Human Services Committee on Wednesday.
“This bill has the potential to improve health outcomes for dozens of children in Illinois,” said Kifowit. “Doctors know that early detection and treatment can prevent any developmental or cognitive delays. This bill is about giving all of our children the best chance at a full life.”
Kifowit’s House Bill 595 would require screenings for guanidinoacetate methyltransferase (GAMT) deficiency, an inherited disorder that primarily affects the brain and muscles. Without early treatment, people with the disorder have neurological problems that are usually severe, including speech development limited to a few words and recurrent seizures. Kifowit’s bill would add GAMT deficiency to the Illinois Department of Public Health Newborn Screening Program, which currently provides 41 screening tests for newborns in search of rare genetic diseases to ensure early diagnosis. The additional test would cost less than 30 cents and could change the course of life for dozens of children and their families.
“We are so happy to see that Illinois is one step closer to screening for GAMT deficiency, a genetic metabolic disorder that is treatable if diagnosed early,” said Beth Robinson, a parent of two children with the disorder. “Undiagnosed GAMT has robbed our son of his speech, his full potential and his independence. Benny will spend the rest of his life needing care from us or a facility. His sister, Celia, who was diagnosed and treated early, has been able to lead a completely typical life and will be afforded every opportunity we imagined for her. The GAMT deficiency screen is a simple blood test and the treatment is accessible and effective—it is a perfect candidate for newborn screening. This simple blood test would have given our son a completely different life, a typical life like his sister’s. This addition to the newborn screening test would ensure that there are no more children like Benny left to suffer the effects of a treatable disorder like GAMT.”

“Women Veterans are trailblazers whose achievements deserve to be honored and recognized,” said Kifowit. “Upon their return home, many women’s military service leads to continued leadership in our communities, which is also well-deserving of recognition.”
According to the Veterans Health Administration, there are 2.2 million living women Veterans, with women representing 15 percent of today’s active duty military and 18 percent of guard and reserve forces. In celebration of Women’s History Month, Kifowit will honor the achievements of up to 15 local Veterans on the House floor on Tuesday, March 26. Friends and family members are encouraged to submit a woman Veteran for recognition by contacting Kifowit’s Springfield office at 217-782-8028. Veterans may also submit their own names. Kifowit will honor these individuals on the House floor, and they are invited to be present in the gallery to be personally recognized by the House of Representatives. Seating is limited, so reservations are required.
“Each woman who proudly defended our country has a unique story to tell, and I want to bring those stories to the Capital to be shared with others,” said Kifowit. “I encourage residents to submit the name of a female hero they know, so that we can recognize her service and express our gratitude.”

“As Governor Pritzker touts cannabis legalization as a way to generate more revenue for the state, there are still several details that lawmakers need to work out in terms of what the final legislation will look like,” said Kifowit. “I want to make sure local voices are part of this process, and have a say on issues such as what would happen to people who are currently incarcerated for marijuana-related crimes if it were to become legal.”
Kifowit and state Sen. Linda Holmes will host the town hall meeting to hear input from residents of all backgrounds and opinions, while also welcoming state Sen. Heather Steans, a leader in the cannabis legalization effort. For more information or to RSVP, please contact Kifowit’s constituent service office at 630-585-1308 or [email protected].

Kifowit Introduces Measure to Increase Food Allergy Awareness in Restaurants
March 5, 2019
SPRINGFIELD, Ill. – To help families with life-threatening food allergies dine out more comfortably and safely, state Rep. Stephanie Kifowit, D-Oswego, has introduced legislation to increase both food service staff and restaurant patrons’ awareness of allergens in menu items.
“For people who have a food allergy, eating a meal that was prepared out-of-sight by someone else can be a stressful experience,” said Kifowit. “This legislation is intended to minimize the risk of a potentially fatal allergic reaction by making sure customers know who to ask about the ingredients in their food.”
Kifowit’s House Bill 3018 requires restaurants in Illinois to prominently display signage indicating to guests and employees that any information regarding food allergies must be communicated to the restaurant’s food service sanitation manager. In response to a situation in which a waitress mistakenly informed a customer that a dessert on the menu was free of known allergens, the measure is intended to directly connect restaurant patrons with an employee who has absolute knowledge of all ingredients.
“Even the most well-intentioned wait staff may be unaware of exactly how certain menu items are prepared and the ingredients they contain,” said Kifowit. “By connecting customers to a designated point person with this knowledge, we are hoping to make the dining experience less stressful and safer for all.”

Kifowit Advances Measure to Give Students A Voice in Government
February 28, 2019
SPRINGFIELD, Ill. – Illinois’ future leaders will have a say on some of the major issues facing the state under legislation sponsored by state Rep. Stephanie Kifowit, D-Oswego, creating a statewide Youth Advisory Council, which was approved by a House committee on Wednesday.
“Many of my ideas for new legislation come out of conversations with students about their interests, needs and the issues they face in their daily lives,” said Kifowit. “Our young people have big ideas on how to make government work better for them, and this is especially important because they are the future of our state. My legislation ensures Illinois’ youth have a seat at the table in discussions that could impact them for years to come.”
Kifowit was joined by Adam Pauley, a junior at Aurora Central Catholic High School and a member of her Youth Advisory Council, to present House Bill 837 to the State Government Administration Committee. Her measure would create an Illinois Legislative Youth Advisory Council comprised of high school and college students between the ages of 16 and 22 serving one-year terms and helping draft legislation and advising lawmakers on issues affecting their peers. House Bill 837, which Kifowit drafted with the help of her own local Youth Advisory Council, passed out of the committee with bipartisan support and now moves to the House floor for consideration.
“We the young people are the future, and in a few short years it will be our task to take the mantle of leadership squarely on our shoulders and continue the work of those who came before us,” said Pauley. “This bill is an investment in that future.”

Kifowit Responds to Governor’s Budget Address
February 20, 2019
SPRINGFIELD, Ill. – State Rep. Stephanie Kifowit, D-Oswego, issued the following statement Wednesday following Gov. Pritzker’s first budget address:
“Throughout my time in the House, I have consistently fought to protect access to services that Veterans, sick and elderly residents, and low-income families depend on for a reasonable quality of life. At the same time, I have worked to control government spending, reduce waste and ensure we are investing our finite resources in areas where it will have the greatest impact. That is the approach I plan to take once again this year. While Governor Pritzker and I will not always agree on every detail, we share a priority of working together to pass a fair, balanced and responsible budget.
“The budget plan we put together this year will determine the direction in which our state is headed. We have the opportunity to take a path toward recovery from the nearly three-year budget crisis to economic stability in Illinois. Today is the first step in the budget process.”

Kifowit Introduces Measure to Bring Increased Transparency to Aurora Library Board
January 30, 2019
SPRINGFIELD, Ill. – Taxpayers would have more of a say in the administration of the Aurora Public Library under legislation introduced by state Rep. Stephanie Kifowit, D-Oswego giving voters the chance to change the makeup of the library’s board from an appointed body to an elected one.
Kifowit is launching an effort to restore direct taxpayer oversight of the library after the un-elected board pushed policies that resulted in a public outcry, including a proposal to downsize the West Branch library which would decrease access to local services on top of the board’s recent cuts to the branch’s programing.
“Giving people a say in who makes the decisions that impact their daily life is always good government policy,” said Kifowit. “Given the contention around plans to move the West Branch to a smaller, rented location and the lack of transparency in these discussions, residents deserve a fair say in who holds decision-making power when it comes to the future of our beloved local library.”
Kifowit’s House Bill 910, which is co-sponsored by state Rep Linda Chapa-Lavia, who also represents the City of Aurora, proposes a referendum for voters to decide whether the appointed Aurora Library Board should be changed to an elected board. Under current practice, the mayor, with approval from the city council, appoints nine directors to the board. Kifowit believes the switch to an elected board would increase transparency and help hold board members accountable to taxpayers and library patrons, following intense public scrutiny of board discussions to relocate the library’s West Branch. Kifowit is also researching the option of having the Aurora Library system as a separate independent entity from the City of Aurora.
“Given the limited amount of resources in our communities, local government must be efficient and accountable to taxpayers,” Chapa LaVia said. “This is a necessary reform that will ensure working families have a say in government, especially when it comes to decisions about improving our local library.”

Kifowit to Focus on Addressing Needs of Immigrant and Minority Veterans
January 25, 2019
SPRINGFIELD, Ill. – Following Gov. J.B. Pritzker’s signing of an executive order Thursday to help protect immigrants and refugees in Illinois, state Rep. Stephanie Kifowit, D-Oswego, chair of the Illinois House Veterans Affairs Committee, announced her intention to create a legislative subcommittee to review ways in which to best serve the needs of immigrant and minority Veterans.
“Instead of receiving sufficient support, there are Veterans feeling isolated and abandoned by the country they risked their life to serve,” said Kifowit. “We need to look at ways to improve access to services for Veterans across the board while taking into account the unique identities of those who are underrepresented in the Veteran community.”
Kifowit will establish a subcommittee within the Veterans Affairs Committee to identify ways to address the unique needs of immigrant and minority Veterans, including access to mental health, housing and employment assistance, and a path to citizenship for undocumented Veterans who have served. Federal law does not protect immigrant Veterans from deportation, and according to a report from the Texas Civil Rights Project (TCRP), a nonpartisan legal advocacy group, an estimated 3,000 Veterans have been deported over the last few years.
State Sen. Cristina Castro, chair of the Senate Veterans Affairs Committee will create a similar subcommittee in the General Assembly’s other chamber.
“Veterans of the United States military are reflective of the diversity of our nation and our communities,” said Castro. “Though many may experience different challenges, in the General Assembly we have a duty to ensure that all Veterans’ voices are heard. They have earned that right.”

Kifowit Recognized as IMSA Legislator Hero
January 22, 2019
AURORA, Ill. – In recognition of her continued legislative efforts on behalf of the Illinois Mathematics and Science Academy (IMSA), state Rep. Stephanie Kifowit, D-Aurora, received IMSA’s Legislator Hero Award on Tuesday.
“It’s an honor to accept this award from an institution that does so much good to cultivate some of the best and brightest students in Illinois,” said Kifowit. “IMSA’s impact reaches far beyond our local community, and it’s always been my priority to advocate for their academic program in Springfield.”
During the state’s three-year budget impasse, Kifowit backed several measures to bring growth and revenue to IMSA including Senate Bill 2047, which provided $5 million in stopgap funding for operating expenses, and Senate Bill 2939 to allow out-of-state students to enroll at the residential school at no cost to the state. IMSA receives about 80 percent of its funding from the state’s higher education budget, which Kifowit worked to craft as a member of the House Appropriations-Higher Education Committee for the past two years.
“Because of its dependence on state funds, IMSA was hit hard during the budget impasse,” said Kifowit. “We stood strong to make sure they didn’t fail, and invest in keeping talented students here in Illinois.”

Kifowit to Chair Veterans Affairs, State Government Administration Committees
January 22, 2019
SPRINGFIELD, Ill. – State Rep. Stephanie Kifowit, D-Oswego, will bring experience from her service in the US Marine Corps and focus on public integrity to two key House committees this year, as she has been selected to chair the Veterans Affairs and State Government Administration Committees.
“I am excited about the work ahead of us, and the opportunity to use my chairmanships to advocate for better care for Veterans and increased government accountability and transparency,” said Kifowit. “As a Veteran, I am passionate about addressing barriers to Veteran employment, services and housing, in addition to ending Veteran suicide. These are not easy goals to accomplish, but I am optimistic about the progress we can make in the coming months.”
Kifowit has previously introduced and supported legislation to assist Veterans and help restore accountability to state government. In response to mismanagement of the Quincy Veterans Home that led to the deaths of 13 residents, Kifowit passed House Bill 4278, which requires public reporting of infectious disease outbreaks at Illinois’ Veterans homes.
Kifowit also passed Senate Bill 3604 to prevent government entities from awarding severance pay to employees who were dismissed for misconduct, as well as limit the amount of severance pay to the equivalent of 20 weeks’ compensation. The legislation was introduced in response to at least two incidents at Illinois colleges and universities in which upper-six-figure severance packages were granted to former presidents dismissed for improper behavior.
“Disgraced administrators should not be taking hundreds of thousands of taxpayer dollars after being terminated from their duties,” said Kifowit. “Eliminating these types of payouts is one example of my efforts to bring more accountability and transparency to how we are running our state agencies, and I am committed to weeding out additional instances of corruption.”

Kifowit Starts New Term, Looks to Lead on Veteran Issues, Health Care Access, Education Funding
January 9, 2019
SPRINGFIELD, Ill. – State Rep. Stephanie Kifowit, D-Aurora, took the oath of office for a new legislative session on Wednesday. During the next two years, Kifowit looks to lead in a bipartisan manner to strengthen Veteran services, protect access to health care and boost education funding.
“This new term is an opportunity to help the state and its people repair the damaged caused by the Rauner Administration’s record-breaking budget impasse,” said Kifowit. “Many tough decisions lie ahead of us. But those decisions should be made together, with Republicans and Democrats at the table, rather than in a partisan manner.”
Kifowit will lead on better care for Veterans after it was discovered that the state’s mismanagement at the Quincy Veterans’ Home led to 14 deaths from Legionnaires’ Disease and a subsequent Rauner Administration cover-up left Veteran families in the dark.
“As a U.S. Marine Corps Veteran, I am committed to ensuring high-quality Veteran services,” Kifowit said. “Illinois Veterans too often face bureaucracy and mismanagement when accessing services over the past four years. That needs to end.”
While access to health care becomes more limited and protection against higher costs erodes, Kifowit looks to double down on protecting access to those with pre-existing conditions and stopping unfair premium and prescription drug cost spiking.
“Cancer, heart disease, and countless other pre-existing conditions affect many individuals in Illinois,” Kifowit said. “I refuse to let the large insurance companies and pharmaceutical drug makers pad their profits while middle-class families suffer.”
Kifowit also looks to build off the more than $17 million in new state funding for local schools as a result of a fairer state funding formula.
“Springfield needs to continue to properly fund our schools, and the new funding is a good first step; however, it is also important to provide concrete property tax relief for families,” Kifowit continued. “Our community is entitled to fair school funding that educates every child so they can be successful adults."
Kifowit believes in staying accessible to residents in the community because it is important to her to listen to residents’ concerns, answer questions, inform residents on current legislation and provide services and seminars at no cost. She will continue to host her Monday Morning Coffee with Kifowit. In addition, she has scheduled two events for January. Her monthly Third Thursday is an opportunity on how to use the Illinois General Assembly’s official website and a briefing on new laws that took effect on January 1st is scheduled for Thursday, January 17 at 6 p.m. at the Aurora Library - Eola Rd. Branch, located at 555 S. Eola Rd. in Aurora. An important education funding seminar is scheduled for Wednesday, January 23 at 6:30 p.m. at the Wheatlands Elementary School, located at 2290 Barrington Dr. W in Aurora.
“I look forward to hearing from residents over the next two years at my weekly coffee chats and monthly events,” Kifowit said. “Resident’s stories, concerns and ideas help me best represent our community.”

Kifowit Appointed to Property Tax Relief Task Force
AURORA, Ill. – Continuing her advocacy for property tax relief for middle and working class families, state Rep. Stephanie Kifowit, D-Oswego, was appointed to the Property Tax Relief Task Force this week after Governor J.B Pritzker signed legislation Kifowit sponsored into law.
“Providing tax relief to families in my district is one of my top priorities,” said Kifowit. “I am eager to use my appointment on the task force to demand much needed tax relief for local families.”
Kifowit co-sponsored Senate Bill 1932, which creates the bi-partisan Property Tax Relief Task Force. This unpaid task force will be charged with reviewing best practices in public policy strategies to create short and long term property tax relief for homeowners. The task force will work alongside the Department of Revenue and will collaborate with the State Board of Education and the Governor’s Office of Management and Budget as necessary. The task force is expected to deliver a report with recommendations by the end of the year.
Kifowit has voted for property tax relief legislation many times while in office and has shown to be a strong advocate for reducing property taxes. Every year, she proactively hosts events to help residents appeal their property taxes by inviting professionals to discuss the appeal process and provide information on property tax exemptions and relief programs that might be available for residents.
“The people in my community need real property tax relief,” said Kifowit. “I am ready and willing to get to work and find real solutions that will help lessen the tax burden for my residents.”
