State Rep. Stephanie Kifowit, issued the following statement after Roe v. Wade has been overturned by the Supreme Court
June 24, 2022
AURORA, Ill.- “This U.S. Supreme Court ruling to overturn Roe v. Wade comes as no surprise. It is clear and very disappointing that the U.S. Supreme Court is politically motivated and this ruling threatens not only all aspects of women’s health, but many other protections and freedoms found under our Constitution. Simply put, I am very concerned that this final opinion of the U.S. Supreme Court will create irreparable harm to many individuals, especially women, across our country. I believe that women are responsible to make choices about their own bodies and their own reproductive healthcare with a doctor. I am glad to live in the State of Illinois, a state that respects women's right to choose what the best healthcare choices are for their unique circumstances, and have supported legislative action that will continue in Illinois to ensure women have that right to full reproductive healthcare services. I know my life would be different today if I didn't have access to all aspects of reproductive healthcare as a younger adult. With that essential reproductive healthcare, I was able to responsibly plan for my family and my future. So many individual women do not have that choice now, and that is contrary to the freedoms our country was founded on."

KIFOWIT ANNUAL RECYCLE AND SHRED DAY SET FOR JUNE 18
June 9, 2022
Aurora, IL - Illinois State Representative Stephanie Kifowit (D-Oswego) will host the Annual Recycle and Shred Day on Saturday June 18, 2022 from 9am until noon at the Waterford Parking Lot located at 1677 Montgomery Road in Aurora.
This event is a public service to give citizens the opportunity to do some “spring cleaning” and rid themselves of personally identifiable information, unused medications, cell phones, used books and approved electronics. The event is held rain or shine and open to the public.
“This event has been tremendously popular over the years as we all have old bills, bank statements, receipts and similar items that need to be shred properly to protect us from identity theft,” said Kifowit. “It is also important to help the environment which is why our event gives everyone a chance to dispose of approved electronic items and unused medications.”
This has become an annual event and has a charitable element. The cell phones, eyeglasses and books are collected and donated to community organizations.
Collected cell phones will be donated to Mutual Ground, an Aurora based non-profit organization offering a range of services for victims of domestic and sexual violence and those suffering from substance abuse.
The Lions Clubs International will receive the donated eyeglasses, and the donated books—new or gently used—are being donated to area literacy programs such as Scarce in Addison, and the Kane County Sheriff’s Office for the use of individuals while they are incarcerated.
There will also be a prescription drug and over-the-counter medication collection provided by Fox Metro. Medications disposed of improperly will contaminate our lakes and streams and have been detected in our groundwater supply for drinking water. Please place all medications in a clear plastic bag with NO CONTROLLED SUBSTANCES accepted for disposal.
The disposal will be contactless so we ask that everyone remain in their car. There will be a limit of 4 bags per car for on site shredding.
“KCT Credit Union is proud to partner with State Representative Stephanie Kifowit in bringing this vital recycling and document shredding service to the community,” said Mike Lee, President of KTC Credit Union. KCT is a member-owned, not-for-profit financial institution that focuses on helping people that live and work in Fox Valley communities to live better lives financially.
Governor Pritzker Signs Legislation to Expand and Protect Children’s Mental Health Care
May 25, 2022
Bills focus on youth in foster care through targeted task forces
Chicago--Governor JB Pritzker today signed two pieces of legislation into law intended to expand and improve access to children’s mental health services, particularly for children in foster care. SB3889 forms a Children’s Mental Health Council to research and recommend legislative action for children with mental and behavioral disabilities, particularly around residential placement needs. HB4306 amends the Children and Family Services Act to require all youth in foster care be assigned a mental health provider to perform well-being assessments and forms the Holistic Mental Health Care for Youth in Care Task Force.
“We know the pandemic further exacerbated the mental health challenges our young people were already facing and it is time we take action,” said Governor JB Pritzker. “The Holistic Mental Health Care for Youth in Care Task Force will work to create policies based in real-world, lived experiences to better support our foster youth. To ensure we can also have an immediate impact, each child in foster care will be paired with a mental health professional, so they receive the compassion, investment, and advocacy that they need and deserve. There is nothing more important than caring for our young people and I am proud to sign these two bills into law.”
The National Conference of State Legislatures reports that up to 80 percent of children in foster care have significant mental health issues, creating a pressing need for treatment and services for this population. These pieces of legislation create a system to observe and recommend treatment needs and monitor placement needs. HB4306 requires that at least one member of the task force be a former youth in care to ensure the lived experiences and needs of children in care are recognized.
The Children’s Mental Health Council will provide recommendations on how to expand bed numbers and mental health provider numbers to ensure children have access to the supports they need. This council will provide recommendations not only to the Department of Children and Family Services, but to the Department of Juvenile Justice, the State Board of Education, the Department of Healthcare and Family Services, and any other agency that has a role in the process of placing a child in care or treatment.
The Holistic Mental Health Care for Youth in Care Task Force will assess capacity levels for mental healthcare providers serving children in care and review payment rates and recruitment to ensure retention of providers, particularly providers of color who serve the diverse population of children in care.
Governor Pritzker’s administration has prioritized mental health care infrastructure and access throughout the last three and a half year. In 2021, Governor Pritzker signed legislation requiring medically necessary mental healthcare be covered by insurance, as well as legislation creating a first responder system to respond to 911 calls that stem from a mental health crisis. Earlier this year, Governor Pritzker launched the Children’s Behavioral Health Transformation Initiative to coordinate responses between state agencies in order to better support children in need of mental and behavioral health services.
“With low residential placements for children with behavioral and mental disabilities, children are often left staying in the emergency room or at home where their safety could be at risk,” said State Senator Loughran Cappel (D-Shorewood). “This new law will give the council an opportunity to address the difficulties that so many individuals and their families are facing around the state.”
“The COVID-19 pandemic increased exposure of stress and trauma that contributed to skyrocketing rates of mental health problems among children – especially those within the foster care system,” said State Senator Julie Morrison (D-Lake Forest). “It’s vital we tackle the alarming rates of mental health problems in ways that are less invasive by providing greater healing-centered care. I firmly believe that’s how you create sustainable, scalable change in the lives of children.”
"Children in the foster care system need comprehensive and holistic mental health services from the moment they enter the system, and while there are some services in place there is more that needs to be done,” stated State Rep. Stephanie Kifowit (D-Aurora). “This is why the creation of the Holistic Mental Health Care for our Youth in Care Taskforce is so important to work on solutions to meet the mental health needs of our foster children. Youth who need foster support often go through difficult experiences without the supports they need. This taskforce will provide solutions and recommendations, in addition to identifying barriers to care that the youth in foster care need."
“This essential legislation helps the state effectively meet the emergency and residential placements for children with severe mental and behavioral challenges,” said State Rep. Natalie Manley (D-Joliet). “By providing these young people with the care they need, we’re helping them live the safe, healthy and full lives they deserve.”

Gov. Pritzker Signs Legislation to Ease Property Tax Burdens on Illinois Residents
Friday, May 20, 2022
Seniors, veterans, and persons with disabilities benefit from a simplified process under the new law
CHICAGO – Today, Governor JB Pritzker signed legislation that streamlines property tax relief for seniors, veterans, and persons with disabilities while also encouraging local taxing districts to lower their levy rate, opening the door for hundreds of dollars in individual property tax savings per year.
“Over the past twenty years, property taxes have skyrocketed at a rate far surpassing the increase in home values. For veterans, disabled Illinoisans, and our seniors, that can mean having to choose between basic needs—like healthcare—and losing their homes. That’s unacceptable—and needs to change,” said Governor JB Pritzker. “This bill expands homestead exemptions for veterans and their spouses, reduces interest rates, and allows for automatic renewal for our disabled homeowners. When I got elected, I promised to address rising property taxes for our residents. I am proud to sign this bill into law—taking another step towards easing the burden of property taxes for our most vulnerable residents.”
“Democratic members of the House and Senate have delivered on comprehensive property tax relief and reform,” said State Senator Robert Martwick (D-Chicago). “Taxpayers need to know that government is working for them. I am proud to have played a lead role in passing this measure, which during this time of so much uncertainty, ensures that all taxpayers, especially seniors and veterans are getting the relief they deserve.”
“The passage of Senate Bill 1975 shows dedication by the members of the Illinois House to reduce property taxes and provide more efficiency in government,” said State Representative Stephanie Kifowit (D-Oswego). “The components of this package assist widows of Veterans, individuals with disabilities, senior citizens and homeowners. In addition, this legislation reduces the red tape for our permanent and totally disabled Veterans, individuals with disabilities and seniors, along with doing our part to reduce property taxes on homeowners.”
Senate Bill 1975 increases the general homestead exemption and senior citizens homestead exemption, reduces interest rates on tax deferrals for seniors, and allows for automatic renewal of the homestead exemption for qualified people with disabilities in Cook County. This legislation is effective immediately.
By allowing taxing districts subject to the Property Tax Extension Law Limit (PTELL) to levy less today without losing access to additional property tax revenues in the future, SB 1975 incentivizes taxing districts to opt for the lowest necessary property tax rate – saving property taxpayers hundreds of dollars in savings in property taxes on an annual basis.
Additionally, exemptions for those receiving the Veterans with Disabilities Exemption will auto-renew if the qualifying veteran is deemed permanently and totally disabled by the U.S. Department of Veterans Affairs. This legislation also provides for the surviving spouse of a deceased veteran to continue to receive the exemption earned and applied for by the veteran.
Homestead Exemption
This bill sets maximum homestead exemptions. For tax levy year 2023, counties bordering Cook County (collar counties) are given a homestead exemption of $8,000. All other counties will have a maximum homestead exemption of $6,000. The maximum exemption for counties with 3 million or more inhabitants (Cook County), remains $10,000.
Senior Homestead Exemption
It also raises the maximum senior homestead exemption in the collar counties from $5,000 to $8,000, aligning them with Cook County’s maximum exemption. In all other counties, the maximum senior homestead exemption is $5,000. Additionally, all seniors who receive SNAP or LILHEAP benefits to automatically qualify for the senior freeze and decreases the Senior Citizen Real Estate Tax Deferral program interest rate from 6% to 3%.
Building on a Record of Property Tax Relief
These new laws are the latest in a series of initiatives from the Pritzker administration to reduce the property tax burden for Illinoisans.
97 percent of Illinois tax filers will receive hundreds of dollars in property tax and income tax rebates in 2022 because of the $1 billion in tax relief Governor Pritzker signed into law in April as part of the FY23 balanced budget.
In 2019, Governor Pritzker consolidated roughly 650 downstate and suburban public safety pension funds into two – a solution that evaded governors for more than 70 years and will bring billions more in returns in the coming decades, further opening the door for lower property taxes.

Representative Kifowit, Chair of IL House Veterans Affairs, Statement on Auditor General's Report
May 5, 2022
Oswego, IL – State Representative Stephanie Kifowit (D-Oswego), a United States Marine Corps Veteran and Chair of the IL House Veterans Affairs Committee, was the Chief Co-Sponsor of House Resolution Number 62 (HR62), which passed the Illinois House unanimously on April 28, 2021. As Chair of the Illinois House Veterans Affairs Committee, she issued the following statement following the Auditor General’s Report issued today pursuant to HR62:
“The Veterans in all our Veterans' homes trust and depend on the state of Illinois to give them the best care we can in honor for their service to our great Country. As a Veteran myself, I stand by this standard and strive to ensure our Veterans are properly taken care of every day”, stated Kifowit. “The heart-breaking loss of our decorated Veterans at the LaSalle Home showed us just how deadly COVID-19 was, and still is.
“The members of the Veterans Affairs committee have been diligent on ensuring that all the information regarding the COVID-19 outbreak at the LaSalle Veterans affairs has been fully vetted, and as Chair of the Veterans Affairs Committee, you have my word that this report will be fully vetted as well in an upcoming subject matter hearing that I have already requested to be scheduled before the end of May.
“Through the hard work of the committee, and already law in Illinois, the soon to be established Veterans Accountability Unit is expected to address some of the issues that we are seeing in the Auditor General’s report and will provide an avenue for concerns and complaints to be readily addressed in a timely manner. It is unfortunate that so many lives were lost in a complete breakdown in communication during the largest public health crisis in our history. We must make certain that tragedy like this will never happen again to our most vulnerable Veterans under the care of the State of Illinois.
“In the end, this is about our Veterans. I am encouraged by the leadership of newly confirmed IDVA Director Prince and his team, the hard work of all the employees that care deeply for our Veterans in all our Veterans’ Homes, and the dedication of the Veterans Affairs Committee members to bring about positive change for our highly decorated Veterans under the care of the state of Illinois."
Veterans Assistance Commission Reform Bill Passes State Legislature, Moves to Gov. Pritzker’s Desk
May 4, 2022
A Veterans Assistance Commission reform bill enacting changes to the state Military Veterans Assistance Act was approved unanimously by the Illinois Legislature in April.
HB 5184clarifies the funding relationship between Illinois counties and statewide Veterans Assistance Commissions. Once enacted, the legislation should help resolve several lawsuits between veteran organizations and county boards related to the funding mechanism for Veteran Assistance Commissions.
In addition, the legislation gives county VACs sole control over the administration and distribution of funds to county veterans, thus eliminating the involvement by county boards into the funding of veteran issues.
Illinois State Rep.for the 84th District Stephanie Kifowit, a Democrat from Aurora and chief sponsor of the legislation in the Illinois House, is credited with providing bi-partisan support to assist Illinois Veterans with the updated legislation.
“I was honored to work with the Illinois Association of County Veterans Assistance Commissions to update the current law,” Kifowit said. “These changes will help Veterans Assistance Commissions to be more efficient and provide more services to address the needs of our Veteran community.”
The amended act also cleans up language of the creation of veteran assistance commissions and provides a county having two or more congressionally chartered veteran service organizations to create a Veterans Assistance Commission to function as the central office for all veterans, their families and the families of deceased veterans.
Prior to the passage of this legislation, Illinois was 52nd in the nation in providing benefits to veterans despite having the 10th largest veteran population.
“This was a fantastic opportunity to resolve several long-standing issues between the counties and the Veteran Assistance Commissions,” said 32nd District State Sen. Craig Wilcox, a Republican from McHenry. “There's no doubt this goes a long way to helping the VAC help our veterans. The legislature has worked hard the last 10 years to help veterans, so this was a suitable time to fix these issues because the state legislative support is there.”
After unanimously passing the state house and senate, the measure will be put forth to Gov. J.B. Pritzker to be signed into law in the weeks ahead. After the measure is signed, the provisions immediately correct the law to allow for more county initiatives through individual Veteran Assistance Commissions to directly deliverhelp to local veterans.
“This is a huge win for Illinois veterans who rely on county Veteran Assistance Commissions to provide needed food, shelter and clothing,” said Andrew Tangen, President of theIACVAC. “With the signing of this bill into law by the Governor, there will never be a time when a county can secretly adjust or withhold funding to the men and women who have bravely put their lives on the line in defense of this country."

Kifowit Responds to Reported Overturn of Roe v. Wade
May 3, 2022
AURORA, Ill. – State Rep. Stephanie Kifowit, D-Oswego, issued the following statement after learning of reports that Roe v. Wade is set to be overturned by the Supreme Court:
“The threat of our U.S. Supreme Court to overturn Roe v. Wade comes as no surprise, and the recent reports of a politically motivated U.S. Supreme Court threatens not only all aspects of women’s health but many other protections found under our Constitution. Simply put, if what has been released becomes the final opinion of the U.S. Supreme Court, it will cause irreparable harm to many individuals, especially women, across our country. I believe that women are responsible to make choices about their own bodies and their own reproductive healthcare with a doctor. I am glad to live in the State of Illinois, a state that respects women's right to choose what are the best healthcare choices for their unique circumstances, and have supported legislative action that will continue in Illinois to ensure women have that right to full reproductive healthcare services".
KOREAN WAR VETERAN WILLARD FRUITS DELIVERS INVOCATION FOR ILLINOIS HOUSE OF REPRESENTATIVES
April 28, 2022
State Representative Stephanie Kifowit (D-Oswego), Chair of Veterans Affairs and USMC Veteran, was honored to host Mr. Willard Fruits, a Korean War Veteran and current Newark resident, former resident of Montgomery, Illinois to deliver the Invocation at the beginning of official business during the last week of the spring session for the Illinois House of Representatives in Springfield. He was given a roaring round of applause from the members of the IL House. Following his invocation, Mr. Fruits, 90 years of age, was also invited to stay and be honored as the Illinois House conducted its annual Memorial Ceremony to honor those who have given so much.
Mr. Fruits began and ended his remarks with “Wow, I cannot believe I am here today”.
I have lost many good friends in Korea and I’ll never forget them”, Mr. Fruits recalled before he offered George Washington’s prayer as the invocation before the body.
It was an honor to host Mr. Fruits, an individual that I am proud to call a dear friend, to deliver the Invocation for the Illinois House of Representatives. We honored the fallen service members that day, and Willard was on the front lines and saw a lot of sacrifice, and we honored him that day too,” said Kifowit. “Willard is a local and national treasure for his service in the Korean War. His thoughtful words, his recount of his experience in the Korean War, his genuine appreciation for Illinois and his infectious positivity showed the members of the IL House of Representatives true patriotism.”
U.S. Army Sergeant Fruits was a demolition expert and served on the USS Massey, a destroyer used for blockade and bombardment support. He also saw intense combat just south of the 38th Parallel on the Korean mainland. As for his length of service, “14 months, 21 days and 22 minutes,” said Fruits. When asked by his Captain how soon he could be ready to leave for home he added, “2 seconds!”
Major General Neely and Brigadier General Boyd of the Illinois National Guard were present to thank Mr. Fruits for his service before the annual Memorial Ceremony.
Representative Kifowit joined Senator Munoz in the Illinois General Assembly in passing Senate Joint Resolution 34 that urges Congress to authorize President Biden to present Congressional Gold Medals to Korean War Veterans in recognition of their service and sacrifice.
Representative Kifowit invited Willard Fruits to accompany her when the official copy of Senate Joint Resolution 34 was presented to Illinois Senator Tammy Duckworth (D-Illinois) and U.S. Congressman Bill Foster (D-Illinois) with hopes of passage of legislation in the US Congress this calendar year.
Representative Kifowit would like to extend the invitation for members of the public who may be interested in participating in the Invocation on the Illinois House Floor during session days, to contact her district office if they live in the 84th District, or contact the Representative of their own district.

April 12, 2022
Oswego, IL - During the last week of the 102nd General Assembly, Representative Stephanie Kifowit and State Senator Karina Villa successfully passed House Joint Resolution 0089 (HJR0089) to pay tribute to U.S. Navy Veteran and legendary Aurora community leader Dan Dolan, Sr. Also on the resolution were fellow House Chief Co-Sponsors, Representatives Barbara Hernandez, Maura Hirschauer, and Keith Wheeler.

“The Dolan family is a staple in the Aurora community.” said Villa. “I am proud to honor Dan Dolan by renaming a portion of Route 31 “Dan Dolan Way’.
Mr. Dolan grew up in Aurora and went to East Aurora High School. He believed that once a Tomcat, you were always a Tomcat. Gov. Pritzker Applauds Nation-Leading Legislation to Strengthen Illinois’ Response to Military Sexual Violence
Leader Munoz and Rep. Kifowit Advance SB 257 to Protect Survivors, Hold Perpetrators Accountable
March 31, 2022
SPRINGFIELD – In a nation-leading effort to protect survivors of military sexual violence and hold perpetrators accountable, the Illinois National Guard worked closely with State Senate Assistant Majority Leader Tony Munoz (D-Chicago) and State Representative Stephanie Kifowit (D-Aurora) to introduce legislation that will strengthen the state’s response to military sexual violence.
SB 257 will extend the authority of military protection orders beyond military locations, ensuring survivors receive their full protection no matter where they are and that perpetrators can be held accountable for violations. The legislation also provides survivors with additional employment protections as they recover.
“Here in Illinois, we stand with survivors and are committed to ensuring our laws provide justice,”said Governor JB Pritzker. “With this bill, our state will lead the nation in keeping survivors of military sexual assault safe and ensuring they receive compassion and support as they recover. I applaud Leader Munoz and Representative Kifowit for putting this legislation forward and I urge the General Assembly to take it up as soon as possible.”
Military protection orders are issued by military tribunals to protect survivors of military sexual or domestic violence from the alleged perpetrator of that violence by restricting the alleged perpetrator’s contact with the survivor. Similar to a civilian protection order, a violation of the order could result in criminal charges and is enforceable by military law enforcement. However, a military protection order’s authority ends at the gate of a military installation and does not apply to military reservists or National Guard members who are not on federal military orders.
Senate Bill 257 will allow military legal authorities to file military protection orders with Illinois courts and will, under state law, give those orders the same authority as a civilian protection order issued by a circuit court within Illinois. The language will also give local and state police the authority to enforce the military protection order within Illinois.
“As a U.S. Army veteran, I’m proud to introduce legislation that will help the military fight sexual and domestic violence within its ranks and protect its Soldiers, Airmen, Marines and Sailors who serve within Illinois,” said Senate Assistant Majority Leader Tony Munoz (D-Chicago). “This legislation will also help facilitate communication between the military and civilian law enforcement and help both protect our service members.”
“I am a proud U.S. Marine Corps veteran, and as a woman who has served, I am also acutely aware of the struggles the military has faced addressing sexual assault and sexual harassment within its ranks,” said State Representative Stephanie Kifowit (D-Aurora). “This legislation gives both the military and the state another tool to combat this problem. It is an honor to sponsor this legislation in the House.”
“I believe this legislation will become a national model for other states to adopt,”said Major General Neely. “I’m proud to work with the Governor and our State Legislature to introduce legislation that will help us address sexual assault and sexual harassment within the U.S. military and the Illinois National Guard and more effectively protect our service members.”
The legislation also extends Victims' Economic Security and Safety Act(VESSA)protections to victims of military sexual violence.
Under VESSA, employees who are victims of violence or who have family or household members who are victims of violence to take up to 12 weeks of unpaid leave per any 12-month period to seek medical help, legal assistance, counseling, safety planning, and other assistance. The amendment also prohibits employers from discriminating against employees who are victims of violence or who have family or household members who are victims of violence.
The proposed change to state law was identified by the Governor’s Office and a working group within the Illinois National Guard chaired by Major General Rich Neely, the Adjutant General of Illinois and Commander of the Illinois National Guard.
The proposed law change was brought to the working group by Colonel Sarah Smith, the Staff Judge Advocate of the Illinois Army National Guard and a Madison County Circuit Court Judge in her civilian life. Smith worked with the Governor’s Office and legislators on the language of the proposed changes.
“The military has a lot of work to do in the prevention of and response to military sexual assault, but I am truly encouraged by the progress being made here in Illinois and within the Illinois National Guard,” said Colonel Smith.
The Illinois Attorney General’s office administers Illinois’ Crime Victims Compensation Program, which allows survivors of violent crimes and their families to seek reimbursement for expenses related to a violent crime, such as lost wages or medical bills. These benefits are available to survivors, including military sexual assault survivors, whose insurance does not cover therapy sessions or who must take off work to seek treatment for the physical or mental trauma resulting from their assault. Information about the Crime Victims Compensation Program is available on theAttorney General’s website < Caution-https://illinoisattorneygeneral.gov/victims/cvc.html > .
Addressing sexual assault and sexual harassment within the Illinois National Guard has been a top priority for Major General Neely since he was appointed by Governor Pritzker in February 2019. He has enacted multiple internal changes within the Illinois National Guard and advocated for reforms at the national level including a recent change in the U.S. military that treats sexual harassment as a crime.
In addition to the working group, the Illinois National Guard has established a task force, led by Brigadier General Justin Osberg, the Deputy Assistant Adjutant General – Army of the Illinois National Guard and a corporate change agent in his civilian career.
The task force is focused on the problems of sexual assault and sexual harassment; racism and issues of diversity and inclusion; and service member suicide within the Illinois National Guard.

KIFOWIT BILL FILLING GAPS IN WOMEN’S HEALTH INSURANCE COVERAGE PASSES SENATE, TO BE FORWARDED TO GOVERNOR
March 31, 2022
Springfield, IL - After passing the Illinois House earlier this month, House Bill 4271 passed the Illinois Senate and will be sent to the desk of Governor Pritzker for his consideration.
Representative Stephanie Kifowit (D-Oswego) was the Chief House Sponsor of HB4271, which will require insurance companies to cover medically necessary breast reduction surgery.
“I am thrilled for the support for this legislation in the House, and now the Senate,” said Kifowit. “Too many times women have had to suffer without any ability to receive the care they need due to a lack of insurance coverage. This changes that.”
“Medically necessary procedures for women, like breast reduction surgeries, tremendously improve the quality of life for so many women,” said Kifowit. “This needed procedure can eliminate back and neck pain, posture issues and various other conditions that can affect the ability of a person to be able to work, take care of their family and just function normally in day to day activities.”
This bill provides that a group or individual policy of accident and health insurance or managed care plan that is amended, delivered, issued or reviewed on or after January 1, 2024 shall provide coverage for medically necessary breast reduction surgery. Under Kifowit legislation, insurance would cover costs up to $18,000 on average for these surgeries.
“It is disingenuous for insurance companies to classify these medically necessary surgeries as cosmetic or deny coverage outright,”said Kifowit.“This bill will prevent those practices and provides a big step for women’s healthcare.”

State Representative Kifowit Statement on Madigan Indictment
March 2, 2022
Springfield, IL - Illinois State Representative Stephanie Kifowit (D-Oswego) has released the following statement on the federal indictment of former House Speaker Michael Madigan:
The federal indictment of corruption charges against former House Speaker Michael Madigan is disturbing but proof that justice will be served if wrongdoing by elected officials is uncovered.
Now, the legal process will proceed and the courts will weigh the evidence as a trial ensues.
In June 2020, I was one of the first House Democrats to demand that then Speaker Madigan resign after he was implicated in the ComEd scandal as Public Official A.
It was clear to me that the former speaker did not hold the same values that I did, and still do, of what the public expects from a public official.
In October of 2020 I stepped up to be the only person to challenge the former Speaker for the Speakership of the Illinois House at that time. Following that announcement, I was honored to be joined by 18 additional House members who sought change in the Leadership of the Illinois House and in total 22 members voted for a change in leadership.
In calling for former Speaker Madigan's resignation I said "there will never be another Mike Madigan." Considering today's news I believe that more than ever as we have seen that elected public officials have a hold themselves to a high standard.
Under the Speakership of Emmanuel "Chris" Welch, we have been able to restore the public trust in the Illinois General Assembly. I was proud to cast my vote for Speaker Welch.
I can say that things have changed for the better in Springfield. I am proud that I helped start the ball rolling for change by calling for the resignation of former Speaker Madigan and challenging him to give members in the Illinois House a choice for change. The atmosphere in the General Assembly has improved greatly and I am proud of the accomplishments we have achieved from comprehensive ethics reform, including term limits for the Speaker of the House, truly balanced budgets, a bill backlog reduced to normal operating levels, two credit upgrades which is the first in 20 years, in addition to comprehensive climate change legislation. I think the people of Illinois can be proud of their state and the future progress that can be achieved under the leadership of Speaker Welch. Chair of IL Veterans Affairs Committee, Rep Kifowit's IL House Floor Statement on Putin's Attack on Ukraine
February 24, 2022
Springfield-IL United States Marine Corps Veteran and Chair of the IL House Veterans Affairs Committee, State Representative Stephanie Kifowit – Oswego (D) gave the following remarks at the beginning of session on the IL House Floor today after Ukraine is under Russian attack.
“I wish I could say it was a good morning, but it was not. I rise not only as the Chair of the IL House Veterans Affairs Committee, but also as a US Marine Corps Veteran who has served on active duty, and a mother of a currently serving US Navy sailor.
There is no question, there is no political divide, when evil rears its head and the world see the death and destruction that is yielded by an individual without a conscience or respect for human life. President Putin of Russia has acted in the most despicable manner, without merit, and without provocation, engaged in a military assault of an ally, a sovereign nation, the country of Ukraine.
Ukraine is the second largest country in Europe by area and has a population of over 43 million people. President Putin has destabilized peace in Europe, attacked a friendly country.
Missiles and bombs are raining down on an innocent population and this premeditated attack is underway by land, air and sea.
We must unite with our allies to demand an end to this aggression and to hold Putin accountable. I am truly in fear for our future due to the unpredictable and reckless nature of Putin and his regime.
Families today are still affected by the wars of our past, as many are sharing their histories on social media.
We cannot let this situation continue as it affects all of us and will have a tremendous impact on the future of our entire country.
We need to hold all our men and women serving in our thoughts and prayers. We also need to reach out to our Veterans, who know all too well the realities of war, and especially our WWII Veterans who are still with us today.

Kifowit to Deliver Keynote at Veterans Museum Medal of Honor Ceremony
Feb 10, 2022
AURORA, IL - State Representative Stephanie Kifowit, (D-Oswego), a former U.S. Marine Corps Veteran and strong advocate for Veterans as the Chair of Veterans Affairs in the Illinois House of Representatives, will deliver the keynote address at the Chicagoland Combined Veterans Museum, Library and Honor Wall at the dedication ceremony for their Medal of Honor.
In December 2021, The Department of Defense provided on a long term loan, a Medal of Honor set for display purposes at the Museum.
“I am so honored to have been invited to speak at such an important ceremony,” said Kifowit. “The Medal of Honor is our government’s highest and most prestigious military decoration, and to be part of this dedication ceremony is humbling. I would like to acknowledge, and pay tribute to, the two living Illinoisans who are Medal of Honor Recipients. U.S. Army Capt. (then 1st Lt.) Harold Arthur Fritz distinguished himself while serving as a platoon leader with Troop A, near Quan Loi in Vietnam. U.S Army Sgt. Allen James Lynch (then Sp4c) distinguished himself while serving as a radio telephone operator with Company D in Vietnam. Both were awarded the Medal of Honor for ‘conspicuous gallantry and intrepidity in action at the risk of his (their) lives above and beyond the call of duty.’ I salute these brave heroes and all Medal of Honor Recipients.”
The Museum, located in River Grove, is a collection of Veterans memorabilia with a stated mission to “educate, increase awareness, and create greater appreciation for the dedication and sacrifice of those citizens in defense of our Nation and liberty.”
“The fact that this ceremony takes place on the birthdate of President Abraham Lincoln makes it even more appropriate. In 1862, it was President Lincoln that signed into law the creation of the Medal of Honor,” said Kifowit.
The ceremony will take place at 10 a.m. Saturday, February 12 at the Combined Veterans Museum at 8664 Grand Avenue in River Forest.

Kifowit Continues to work on the IL House Budget Working Group Keeping an Eye on the State of Illinois Finances - Applauds Governor Pritzker on Achieving Fiscal Stability for Illinois
Feb 2, 2022
AURORA, IL - State Rep. Stephanie Kifowit, for the past five years, has been an important member of the IL House Budget Working Group. She has continued to be a strong voice for fiscal responsibility in the IL House, and the fruits of her labor, along with her colleagues in the IL House was discussed in the Governor's annual State of the State and Budget Address today. Kifowit has been re-appointed to the Budget Working Group by IL House Speaker Emanuel "Chris" Welch.
The Budget Working Group is an important internal team that works with the Appropriations committees, of which Rep Kifowit is Vice Chair of General Services Appropriations.
"For my whole tenure as State Representative, I have been involved in the state budget. In maintaining my role as Vice Chair of General Services Appropriations for all these years, our committee is tasked to ensure state government runs efficiently and effectively while utilizing taxpayer funds in the most responsible manner.” said Kifowit.
In his annual State of the State Address, Governor J.B. Pritzker spoke of the sound financial footing that Illinois is now on, and he acknowledged the work it has taken to get there." The actual work of managing Illinois' state finances is decidedly unglamorous,” said Pritzker. "It's not partisan work, it's not political work ... it's just hard work. It demands discipline and a commitment to do what's right. And that is what my administration and the majority of the General Assembly have been committed to doing."
"In working together with the Governor, we have achieved something that residents haven't seen in decades, a financially stable State of Illinois. That's a team effort, and we are working together to make residents of Illinois proud." said Kifowit. "However, there is more work that needs to be done to provide residents property tax relief, building up our “rainy day” fund and addressing rising inflation.” stated Kifowit.
"I applaud the Governor’s proposed additional pension payments and elimination of our bill backlog." continued Kifowit. "Illinois has passed truly balanced budgets, received credit upgrades, invested in programs to reduce crime, provided educational opportunities and supported our businesses. I look forward to reviewing the Governor's proposed budget with members of the Budget Working Groups and my colleagues on the House Appropriation Committees.”
Kifowit has been part of the Budget Working Group for five years and has been Vice Chairman of General Services Appropriation for eight years. Illinois has reduced a bill backlog that reached a staggering $17 billion during the Rauner budget impasse, to under $4 billion today, which is considered the normal operating bill cycle effectively eliminating the bill backlog. Kifowit has been consistently watchful of the State of Illinois finances and is proud to again be part of the Budget Working Group to continue to work on further measures to improve the finances of the State of Illinois.

Kifowit Presents Senator Duckworth with Resolution to Honor Korean War Veterans
Feb 1, 2022
AURORA, IL -Continuing her efforts to urge the United States Congress to authorize President Biden to honor Korean War Veterans with Congressional Gold Medals, Rep. Stephanie Kifowit, (D-Oswego), met with Senator Tammy Duckworth to officially present her with a Senate Joint Resolution passed by the Illinois General Assembly.
“The Korean War Veterans deserve this honor and recognition,” said Kifowit. “It is my mission to accomplish this goal. There is nothing political, nothing controversial about this resolution. It’s about doing what is right.”
Kifowit met with Senator Duckworth at the Phillips Park Sunken Garden Veterans Memorial in Aurora.
“What is great about what Rep. Kifowit has done here is she’s given me the ability to go forward and say, ‘my state wants this, my Veterans, the hundreds of thousands of Veterans in Illinois want this,’ ” said Duckworth. “This resolution is evidence of it. We’re going to make this happen.”

Kifowit Introduces Bill to Address Gaps in Women’s Health Insurance Coverage
January 11, 2022
AURORA, Ill. – Continuing her efforts to address gaps in health insurance coverage for procedures needed by women, state Rep. Stephanie Kifowit, D-Oswego, introduced legislation that requires insurance companies to cover medically necessary breast reduction surgery.
“It is often overlooked how medically necessary breast reduction procedures improve the overall health of many women and it is disingenuous for insurance companies to classify them as cosmetic or deny coverage outright,” said Kifowit. “Medically necessary procedures for women, like breast reduction surgeries, improve the quality of life for women tremendously. The positive results from this needed procedure can eliminate back pain, neck pain, posture issues and various other conditions that have affect the ability of a person to work, take care of their family and function in day to day activities.”
Under Kifowit’s legislation, insurance would cover costs up to $18,000 on average for medically necessary breast reduction surgeries. In many cases, women have had no other choice but to suffer in agony without any ability to receive the care they need. Kifowit’s legislation would require that insurance companies help cover a portion of the cost and allow access to proper comprehensive healthcare for women.
“It’s frustrating to know that many women cannot receive medically necessary treatment because it is too costly,” said Kifowit. “Insurance companies are supposed to provide financial assistance to us when we need healthcare and provide a safety net for our families, not prevent individuals from getting necessary care.”
Kifowit Urges Congress to Continue National Program for Veterans’ Wellness Checks

AURORA, Ill. – Continuing her efforts to support Veterans in the state of Illinois, state Rep. Stephanie Kifowit, D-Oswego, has filed legislation to urge Congress to create a national program to help check on Veterans and make sure they are receiving the proper care they need.
“As a Veteran, I understand that one of our most sacred responsibilities is to look out for each other and our fellow Veterans,” said Kifowit. “We have seen immediate success with the Buddy Check program, and it is an initiative we need to continue and grow to ensure that we are taking care of our Veterans.”
In 2019, the American Legion pioneered the “Buddy Check” concept under Past National Commander Brett Reistad. The initiative was to have local American Legions perform a couple wellness checks per year for Veterans in their communities. The program was an immediate success and helped many Veterans before and during the pandemic. Posts used Buddy Checks to help get prescription refills to Veterans stuck at home, connected isolated Veterans missing their comrades, and also delivered food, resources and personal protective equipment during the pandemic.
Kifowit’s legislation urges Congress to continue to on the successes of the American Legion’s “Buddy Checks” and encourages that Congress revitalizes the Veteran wellness checks and makes the initiative a national program.
“These crucial Buddy Checks have been vital to helping and protecting Veterans, especially as we are still working to see our way out of a global pandemic,” said Kifowit. “I encourage Congress to make this national program permanent as it has helped countless Veterans throughout our state and country.”
