Aurora, IL – State Representative Stephanie Kifowit (D-Oswego) is looking forward to hosting her annual Kids Expo and Touch-A-Truck Event. This interactive and informative event provides young children the opportunity to learn about their community, various professions, and the vehicles used for those professions. The event will be held at the Phillips Park Family Aquatic Center, from 10:00 a.m. to 1:00 p.m. and will be free for all those who attend.
“Each year, I look forward to seeing the families of our community interacting with the individuals who volunteer and contribute to this event.” said Kifowit. “Children and their families have the chance to participate in educational activities, meet numerous professionals from a wide variety of fields, and see up close the different vehicles in display.”
This year’s event promises to be an exciting day for all attendees.
The 2023 Kids Expo and Touch-A-Truck Event will be held Saturday, September 16th from 10:00 a.m.-1:00 p.m. Thanks to continued partnership with the City of Aurora and the Fox Valley Park District, this year’s Expo will again be in Aurora at the Phillips Park Family Aquatic Center in the North and South Parking Lots, 828 Montgomery Rd. It will feature dozens of trucks and vehicles for children to learn about, in addition to interactive exhibits and informational booth form across the community for them to enjoy.
Highlights of the event will include the dramatic arrival and appearance of the Superior Air Med helicopter, subject to availability and weather conditions. The Brookfield Zoo Animal Ambassador Program will present a special showcase featuring various animals from 11:30 am to 12:00 pm, always a favorite for young kids. Additionally, a State Police K9 unit will be on-site, offering a demonstration at 10:30 am, adding to the excitement. The Phillips Park Zoo will also be present, introducing a range of fascinating animals.

Building upon the success of previous years, donations for this significant cause will be accepted at her office located at 1677 Montgomery Drive, #116 in Aurora.
"My office along with myself, take great pride in being able to partner with such a meaningful cause" Kifowit stated. "The donated items received through the CUPS Bra Drive have a profound impact on the lives of women who may not have the financial means to afford undergarments, which many might not realize is a struggle. This drive has provided a tremendous service and has positively impacted the lives of countless women over the years."
Since its inception in 2017, the CUPS Bra Drive, initiated by Cynthia Gamboa-Morales of Aurora in memory of her late mother, has collected thousands of donated bras. The mission of CUPS is to preserve the dignity and self-respect of women and girls experiencing homelessness, domestic violence, sex trafficking, and refugee situations. Donations received during the drive are distributed to reputable organizations such as Hesed House, Mutual Ground, and Free the Girls.

Aurora, IL - Monday, August 21, 2023 Illinois State Representative Stephanie Kifowit, D-Oswego, a United States Marine Corps Veteran, was honored to host a roundtable discussion with United States Senator Dick Durbin to reaffirm their unwavering support and commitment to our Veterans.
Numerous critical topics were discussed by the Veterans who were in attendance representing the branches of the US Military. The Roundtable focused on essential matters such as VA healthcare and benefits, Veteran suicide prevention, improving the transition program for newly discharged servicemembers and the support for women Veterans.
"My fellow Veterans dedicate their lives in service to our Country, and it is important to reciprocate that dedication by ensuring they receive the resources and benefits they deserve," stated Kifowit.
Sen. Durbin expressed his unwavering dedication by stating, "We owe it to them, and to the ideals they've defended, to stand by their side as they've stood by ours."
The gathering captured a powerful moment of collaboration, emphasizing the ongoing efforts of both State Representative Kifowit and United States Senator Durbin in advocating for necessary changes and improved support systems for our deserving Veterans. In addition, they discussed ways in which the State of Illinois can work with the United States Department of Veterans Affairs to improve service for Illinois over 500,000 Veterans. The event, which drew a steady stream of participants, saw an outpouring of support from local volunteers and residents alike.
The event's primary focus was on promoting environmental sustainability and responsible waste management practices. A dedicated team of volunteers greeted attendees as they dropped off bags of paper for shredding, electronics for recycling, medication for disposal. Attendees also generously donated eyeglasses, books, and cell phones, which will be directed to support local charitable organizations.
“This event is a powerful testament to the positive impact we can achieve when we unite for the greater good—a genuine celebration of public service," said Kifowit. Wednesday’s hearing will provide an overview of Illinois’ systems, as well as discuss bipartisan legislation Kifowit has introduced to improve the long-term outlook of the state’s systems and the Chicago Teachers’ Pension Fund (House Bill 4098 and House Bill 4099).
“We recognize the urgency of addressing the pension situation in Illinois, and the Personnel & Pensions Committee has invested significant time in listening to experts and understanding the challenges posed by our Tier 2 pension system,” said Kifowit. “This hearing is part of an ongoing series of conversations between stakeholders that will update the public on where we currently stand and how we can improve things moving forward.”
While acknowledging that fixing the pension system will come at a cost, Kifowit emphasized that the longer the issue remains unaddressed, the greater the financial burden becomes for Illinois and its employees. The upcoming subject matter hearings will provide a platform to discuss the necessary expenses and revenues required to achieve a sustainable pension system.

Springfield, IL – State Representative Stephanie Kifowit (D-Oswego) has been selected as the 2022-2023 Outstanding House Legislator of the Year by the collective Posts of the Veterans of Foreign Wars of Illinois. The prestigious award was presented to Representative Kifowit, who is an honorably discharged United States Marine Corps Veteran, during the Joint Opening Session of The State of Illinois Veterans of Foreign Wars Conference held on Friday, June 9th at the Wyndham Springfield City Center in Springfield, Illinois.
During the Joint Opening Session, Representative Stephanie Kifowit was honored with an engraved plaque, commemorating her outstanding achievements and contributions to the well-being of all Veterans in the state of Illinois. The event gathered distinguished guests, officials, and Veterans from across the state, all united in their support and appreciation for the sacrifices made by the men and women who have served their country.

Springfield, IL – State Representative Stephanie Kifowit (D-Oswego) has been selected as the 2022-2023 Outstanding House Legislator of the Year by the collective Posts of the Veterans of Foreign Wars of Illinois. The prestigious award was presented to Representative Kifowit, who is an honorably discharged United States Marine Corps Veteran, during the Joint Opening Session of The State of Illinois Veterans of Foreign Wars Conference held on Friday, June 9th at the Wyndham Springfield City Center in Springfield, Illinois.
During the Joint Opening Session, Representative Stephanie Kifowit was honored with an engraved plaque, commemorating her outstanding achievements and contributions to the well-being of all Veterans in the state of Illinois. The event gathered distinguished guests, officials, and Veterans from across the state, all united in their support and appreciation for the sacrifices made by the men and women who have served their country.

Kifowit Backs Balanced Budget Plan, Emphasizes Need to be Responsible

SPRINGFIELD, Ill. – State Rep. Stephanie Kifowit, D-Oswego, supported a fiscally and socially responsible state spending plan Saturday that focuses on funding schools, public safety and essential social services residents depend on.
“It’s important that Springfield respects taxpayers and is responsible with state spending,” Kifowit said. “This balanced budget is built on the work of the last few years that has eliminated bill backlogs, secured credit rating upgrades and ensured we have the flexibility needed to properly invest in classrooms, public safety and critical services families depend on.”
The Kifowit-supported budget delivers millions more for early childhood education, childcare and higher education grants, including a $350 million increase for schools. First responders are prioritized with a $100 million investment, and another $138 million is headed to the state’s rainy-day fund to responsibly prepare for future challenges. On top of the state’s required commitment toward pensions, an additional $200 million has been allocated for pensions to help secure greater long-term stability.
This session Kifowit also continued her strong advocacy for military service members and Veterans, passing legislation for Illinois National Guard and reserve military service members to have access to the same rights as civilian sexual assault survivors (House Bill 3103), as well as leading efforts to expand Veterans and disabilities property tax homestead exemptions (House Bill 2507).

State Rep Stephanie Kifowit goes beyond Facebook Live with new "Coffee with Kiffy" podcast

Springfield, IL - State Representative Stephanie Kifowit (D-Oswego) has found a new way to connect with residents of the 84th House District. For years, Kifowit has been hosting Facebook Live coffee chats every Monday morning to answer questions, provide updates from Springfield, and chat with constituents over a warm cup of coffee. Now, with the launch of her podcast channel "Coffee with Kiffy", those discussions will be even more accessible.
"As an elected official, there is nothing more valuable than interacting directly with my neighbors in my district, whom I proudly represent in Springfield," said Kifowit. "One of my priorities is harnessing new technology to help bring democratic government closer to the people. I've always intended for folks who can't make it to my live events to be able to tune-in at a later date. The podcast makes that even more possible for so many constituents."
During her coffee chats, Kifowit provides viewers with an inside scoop from the State House in addition to covering the broader news of the week. Topics range from pensions reform, to new grant opportunities, breaking news, and whatever else is on the minds of constituents.

State Representative Stephanie Kifowit Files Comprehensive Pension Legislation

Springfield, IL- State Representative Stephanie Kifowit (D-Oswego) today has filed HB 4098, the result of a significant amount of Subject Matter hearings of the Illinois House Personnel and Pension Committee, of which she is Chair.
“Members of the General Assembly are taking the state of Illinois’ pensions situation very seriously, and the members of the Personnel and Pension Committee have devoted numerous hours listening to experts testify about the issues that we face with our Tier 2 pension system,” stated Kifowit. “It is time to stop talking about fixing our system, it is time for action. This bill encompasses a beginning point to a more comprehensive discussion on true solutions that need to be enacted as soon as possible for the state of Illinois.”
“It is not lost on any member of the General Assembly that fixing our pension system comes at a cost, but that cost compounds every year that we fail to address the needs of the employees of the state of Illinois,” continued Kifowit. “The purpose of holding additional Subject Matter hearings throughout the summer and fall will be to have discussions with regards to the expenses and revenues needed to achieve a sound pension system”.
HB 4098 encompasses many different components that have been discussed in the Personnel and Pension Committee along with input from various stakeholder meetings throughout the session.
Most notable is the discontinuation of the General Assembly Retirement System (GARS) and the Judges’ Retirement System. Future members would be offered enrollment into the existing State Employees’ Retirement System (SERS).
“These two systems are the worst funded in the state of Illinois,” stated Kifowit. “The only reason why these two systems were created is to provide better benefits than the average state employee. That is unacceptable and there should be no avenue for additional perks to elected officials.”
Additionally, HB 4098 creates a statewide Deferred Retirement Option Program (DROP) and expands the Pension Buy-Out program to more participants, while meeting the safe harbor provision over an eight-year time frame and creating an average COLA percentage over a three-year running average rather than a year-to-year calculation. It also creates a tiered retirement age schedule.
Furthermore, HB 4098 changes the target funding percentage from 90% to 100%, and identifies a funding of $1 Billion a year when two issues of bonds are retired. This shift allows additional funding that is already accounted for in the current budget. However, over the proceedings of the future Subject Matter hearings, additional revenue will be discussed to achieve 100% funding by 2050 or earlier.
“This legislation is the first substantive step towards fixing our Tier 2 system, identifying dedicated revenue sources, and ensuring that benefits are fair for our workers that give so much for the state of Illinois,” stated Kifowit. “I look forward to input from all stakeholders as we hold meetings throughout the summer and the fall.”
Kifowit has also filed HB 4099, which adjusts the pension age for individuals who provide various security duties for the state of Illinois. This bill will also be considered in full throughout the summer and fall months.
“These individuals work in very stressful situations and we need to evaluate HB4099 in conjunction with HB4098 to ensure that they receive the proper pension they deserve,” stated Kifowit.

Mobile DMV Unit Rolls into Aurora

Aurora, IL – State Representative Stephanie Kifowit, D-Oswego, and Fox Valley Mall are hosting the Secretary of State’s Mobile Drivers’ Services team for a mobile DMV event on Saturday, May 6. Motorists who have been unable to visit a driver services facility will now have the DMV come to them. The 10:00 a.m. to 2:00 p.m. event will take place in the 1st floor Center Park courtyard area of the mall.
“A trip to the DMV can be extremely difficult for seniors, those who have trouble standing for a long time, and those with demanding work schedules.” said Kifowit. “With this mobile DMV event we are hoping to bring services to residents in a more convenient and accessible way.”
The unit operates like a DMV and offers Driver’s License and State ID renewals, replacements, and corrections, in addition to vehicle renewal Stickers and Motor Voter registration. Seniors over 65 can get State ID’s renewed free of charge. Residents in need of quick fixes are encouraged to stop by the unit.

SPRINGFIELD, Ill. – On the 50th anniversary of end of the Vietnam War, state Rep. Stephanie Kifowit, D-Oswego and the first Vietnamese American and refugee to serve in the General Assembly, state Rep. Hoan Huynh along with Vietnam Veteran state Rep. Mark Walker, joined American Vietnam Veterans and Army of the Republic of Vietnam (ARVN) Veteran soldiers who served along side them, at the Capitol Wednesday to recognize their contributions and to remember their sacrifice.

Kifowit Pushing Plan to Strengthen Protections for Service Members who are Survivors of Sexual Assault

SPRINGFIELD, Ill. – As part of ongoing efforts to expand protections for victims of military sexual assault, state Rep. Stephanie Kifowit, D-Oswego, has filed legislation for Illinois National Guard and reserve military service members have access to the same rights as civilian sexual assault survivors.
“Military sexual assault is a real problem that can have long-term safety risks and consequences for victims,” Kifowit said. “I have been focused on aligning our laws to ensure that survivors receive the protections they deserve, not just from a military tribunal, but from the state they live in as well.”
“Last May, I was proud to sign nation-leading legislation expanding protections for survivors of sexual violence in the military,” said Governor JB Pritzker. “House Bill 3103 builds on that critical work—ensuring that Illinois National Guard and reserve military service members have access to every right and protection as their civilian counterparts. Representative Stephanie Kifowit is a steadfast advocate for survivors of military sexual assault and I am so grateful for her leadership in introducing this vital bill.”
Kifowit’s House Bill 3103 clarifies that Illinois National Guard and reserve military service members who are the survivor of non-consensual sexual conduct and have received a military protective order are also protected under the state’s civil no contact and stalking no contact orders. Additionally, the bill requires a Staff Judge Advocate to obtain a survivor’s consent before filing a petition on behalf of the survivor in civilian court when pursuing:
- A no contact order under the Code of Criminal Procedure,
- A civil no contact order under the Civil No Contact Order Act, and
- A stalking no contact order under the Stalking No Order Act.
Kifowit’s proposal is a follow up to last year’s Senate Bill 257, which recognized orders of protection issued by military tribunals the same as civil orders of protection, stalking no contact orders, civil no contact orders, firearm restraining orders or other substantially similar orders. The measure was developed as part of an effort with the Illinois National Guard and the governor’s office to ensure that survivors of non-consensual sexual conduct who are service members or in domestic relationships with service members are provided access to the same rights and protections as civilian sexual assault survivors.

Few of the brave soldiers who served received political asylum to the United State and settled in Illinois to have an opportunity for a better life without persecution”.
In 1965, United States Armed Forces ground combat units arrived in Vietnam, and by the end of that year, there were 80,000 United States troops in Vietnam with a peak of approximately 500,00 troops in 1969. More than 58,000 members of the United States Armed Forces lost their lives in Vietnam, and ore than 300,000 members were wounded. The Vietnam War Veterans Recognition Act of 2017 by the United States Congress officially recognizes March 29th as the day when the last combat troops were withdrawn from Vietnam in 1973.
This year, March 29, 2023 marks the 50th Anniversary of this withdrawal and throughout these 50 years, Veterans of the Vietnam War faithfully have served and contributed to their communities since returning home. Kifowit Measure would Implement Review System for Autonomous Vehicles

SPRINGFIELD, Ill. – As autonomous vehicles become more common on roadways, state Rep. Stephanie Kifowit, D-Oswego, is pushing a plan that would update the Illinois Department of Transportation’s (IDOT) technical reviews of vehicles to ensure they are safe and street legal before being sold in the state.
“Right now, autonomous vehicles are only subject to standard safety rules that apply to all vehicles,” Kifowit said. “Due to the very real safety concerns with this new technology, I believe it makes sense to develop responsible oversight and regulations on the state level. This technology is on the cutting edge and is increasingly popular in the consumer market, but let’s make sure we’re not putting anyone at risk – including other drivers, pedestrians and bicyclists.”
Kifowit’s House Bill 2053 would require vehicle manufacturers to monitor and submit information to IDOT before selling any autonomous vehicle. Relevant technical information would identify one of six levels of automation (Level 0: no driving automation; Level 1: driver assistance; Level 2: partial driving automation; Level 3: conditional driving automation; Level 4: high driving automation; and Level 5: full driving automation), as well as test results regarding collision avoidance and detection of all road users. Data would be required to reflect all four seasons, in addition to typical road conditions such as rain, snow, fog, nighttime and other hazardous conditions.
Under the proposal, IDOT would additionally create an Automated Driving Systems Review Committee that would determine the appropriate level of automation and decide whether a vehicle is street legal. This committee would consist of five IDOT department employees with specialties in traffic safety, as well as one representative each from a pedestrian access group, a bicycle advocacy group, a disability advocate group, an equestrian advocacy group and a statewide organization representing motorcycles.
These reviews would be required for updates to hardware and software.
For existing and new vehicles that possess autonomous features, those that are identified as Levels 3, 4 or 5 would be prohibited on public roads until state approval or until autonomous systems are disabled.
Level 2 vehicles, with partial driving automation, would continue to be permitted to be sold and used in Illinois. Owners would be required to submit a report to IDOT each year, prior to vehicle registration renewal, that includes the number of miles driven using the automated system, the total number of miles driven and any collisions that occurred. Tesla’s Autopilot and General Motors’ Super Cruise are examples of Level 2.

Springfield, IL - “When I started my tenure as a State Representative under Governor Quinn, I had faith that the day will come when Illinois is a leader and a state to be proud of, but that it would take a lot of work from me, my colleagues in the General Assembly with whom I serve, and the Executive branch. Today is the day where all our hard work has made a significant difference in the direction of the state of Illinois.“In recent years, we’ve taken decisive action to get our financial affairs in order. This has resulted in balanced budgets year after year, a multi-billion-dollar bill backlog being eliminated, less than 30 days accounts payables, multiple credit ratings upgrades and the reestablishment of a functional rainy-day fund.
“I look forward to reviewing the governor’s proposal in detail. As we continue to come out of the pandemic, this year’s budget process is an opportunity for us to address the challenges that families face and continue to improve the state of Illinois. The governor’s budget today reflects the values that we all strive for in the State of Illinois, but we also need to continue to be fiscally responsible for the future and not repeat the mistakes of the past. Kifowit to Head the Committee on Personnel & Pensions

Aurora, IL – State Representative Stephanie Kifowit, D-Oswego, has been appointed to serve as Chair of the Personnel and Pensions committee for the 103rd Illinois General Assembly legislative session. She will also serve on two additional House committees.
“As the new Chair of the Personnel and Pensions Committee I look forward to ensuring existing retirees will continue to be able to collect their pensions, work towards solutions to our pension debt and continue to be an outspoken advocate of fiscal responsibility and transparency. Last session we balanced the budget, cut spending, and made extra pension payments. I will continue to demand that responsible financial stewardship,” said Kifowit. “In my ten years as a State Representative I have worked tirelessly to restore integrity and fiscal responsibility to state government, and I look forward to continuing that work in the 103rd General Assembly.”
In addition to her chairmanship role, Kifowit was appointed to serve as a member on the Illinois House committees, Veterans’ Affairs and Revenue and Finance. Kifowit has previously chaired the House Veterans’ Affairs committee and is the most senior Veteran member in the Illinois House. Throughout her tenure in the General Assembly, Kifowit has been part of the Budget Working Group for five years and has been Vice Chairman of General Services Appropriation for eight years.

Aurora, IL – State Representative Stephanie Kifowit, D-Oswego, has been appointed to serve as Chair of the Personnel and Pensions committee for the 103rd Illinois General Assembly legislative session. She will also serve on two additional House committees.
“As the new Chair of the Personnel and Pensions Committee I look forward to ensuring existing retirees will continue to be able to collect their pensions, work towards solutions to our pension debt and continue to be an outspoken advocate of fiscal responsibility and transparency. Last session we balanced the budget, cut spending, and made extra pension payments. I will continue to demand that responsible financial stewardship,” said Kifowit. “In my ten years as a State Representative I have worked tirelessly to restore integrity and fiscal responsibility to state government, and I look forward to continuing that work in the 103rd General Assembly.”
In addition to her chairmanship role, Kifowit was appointed to serve as a member on the Illinois House committees, Veterans’ Affairs and Revenue and Finance. Kifowit has previously chaired the House Veterans’ Affairs committee and is the most senior Veteran member in the Illinois House. Throughout her tenure in the General Assembly, Kifowit has been part of the Budget Working Group for five years and has been Vice Chairman of General Services Appropriation for eight years.

Statement on the Assignments of Chair for the Illinois House Committees

Aurora, IL - State Representative Stephanie Kifowit released the following statement regarding IL House Committee Chair Assignments.
"I would like to thank everyone who has reached out to me regarding the released Committee Chair Assignments for the Illinois House of Representatives", stated Kifowit. "It was a shock to me when Speaker Welch decided to end the decades long practice of having a Veteran or a Reservist Chair the Illinois House Veterans Affairs Committee. I was informed by the Speaker that my ability to maintain dual Chairs of a Committee that focused on an issue for the State of Illinois as a whole in addition to being the Chair of Veterans Affairs would not longer be allowed.
"Veterans have a unique set of circumstances, that as the highest ranking Veteran in the IL House in addition to being the only female Veteran, that a fellow Veteran can relate to. Thus, I was put in the position to have to choose between serving the State of Illinois as Chair of Personnel and Pensions Committee for the Illinois House of Representatives or serving the Veterans in the State of Illinois as Chair of Veterans Affairs Committee. It was with a very heavy heart that I choose to Chair the IL House Personnel and Pensions Committee due to the importance of this subject for the State of Illinois as a whole, a choice that was not necessary to be forced to make.
"I am putting out this statement to inform the Veteran community that is was the decision of Speaker Welch that I could no longer dutifully serve the Veteran Community and the state of Illinois in maintaining dual chairmanships in order to maintain a military individual as the Chair of Veterans Affairs, as had been common practice for decades. I will continue to represent the Veteran Community to the new Chair of Veterans Affairs to the best of my ability" said State Representative Stephanie Kifowit.

I will continue to work for the health and safety of our families and especially for our Veterans, in addition to ensuring sustained financial improvement and transparency. I have continually been supportive of efforts that have produced balanced budgets, raised our credit rating, paid off old debt and brought taxpayer savings. We’re in the best shape we have been in decades – it’s important that we continue this good stewardship and positive momentum.
I will always be of service to our Active Duty service members and Veterans who call Illinois home. These courageous individuals will always be top of mind for me, and I promise to continue to represent their voice in Springfield.
I am proud of the work Illinois has done to become the Midwest’s leader in reproductive freedoms, but it’s critical that we stay vigilant and do everything we can to strengthen protections. We must also continue to take steps to reduce violence in communities. It’s important that we listen to our local law enforcement, prosecutors and community organizations that are fighting every day to make our communities safer."
